PACS - Planning Application Control System

The Planning Application Control System is a complete text data and map management system designed to simplify the complete planning process. PACS is a windows based application written in Microsoft Access XP/2003, with a backend SQL Server database and a GIS link available to either Mapinfo Professional or Arcview.

You can chose from eight interlinked modules to match your requirements:

  • Development Control
  • Building Control
  • Enforcement
  • Appeals
  • Land Charges
  • Site Monitoring
  • PACS Portal Module
  • Read-only version for use within other internal departments

PACS is currently being used across the United Kingdom by Borough Councils, District Councils, County Councils and National Park Authorities.

A PACS user group has been established by our existing clients and meetings are held every six months. New enhancements and new modules are demonstrated by ESDM and general discussions take place on changes of procedure within the planning environment and the user group provides a strong role in driving new development and functionality.

The system can be used remotely with Microsoft Terminal Services or Citrix Mainframe. PACS will also work with other third party products for components such as document storage, making it easy to integrate with existing corporate systems.

The core of the system is the Development Control module which has been developed for storing application details, producing site plans, carrying out automated constraint checks, generation of various standard consultee/neighbour letters, decision notices and committee reports.
