One of the principles of CMS is that a management plan is dynamic, always being updated and you move away from the old five year plan and your plan becoming "out of date".  As all your projects and information are now held in a database, is simple to roll your plans forward keeping your plan going. Indeed organisations like Countryside Council for Wales always have five years of work planned ahead at any one time which is an interesting concept.
